Enhance Support for Women Veterans

Congress is considering several bipartisan bills that would improve veterans’ benefits, protect service members and families from financial and administrative harm, and ensure fair treatment for those who have served. These proposals address long-standing inequities, modernize outdated systems, and reinforce the government’s commitment to those who wear — and have worn — the uniform.

MOAA urges you to contact your members of Congress and ask them to support and advance the following legislation: H.R. 2717 / S. 1320; H.R. 219; H.R. 6024 / S. 609; H.R. 2201; H.R. 2576 / S. 1245.

Love Lives On: Protect Surviving Spouses’ Right to Remarry

Surviving military spouses who lose their loved ones due to combat, service-related illnesses, or suicide often face a difficult choice: remarry and lose their earned benefits or remain single for financial stability.

Current law revokes benefits if they remarry before age 55, leaving many—especially those with young children—without crucial support. The Love Lives On Act (H.R. 1004/S. 410) ensures surviving spouses can remarry at any age without losing their benefits.

By supporting this legislation, Congress can honor the sacrifices of military families and provide them with the stability they deserve.

Address MTF Access Problems with the Military CARE Act

Typical military treatment facility (MTF) appointment shortages have been magnified by congressionally directed military health system (MHS) reforms and U.S. health care workforce volatility. This has led to MTF staffing shortages and a surge of patient complaints – the Pentagon’s strategy to stabilize the MHS acknowledges MTFs cannot deliver timely care to patients at all times.

This bipartisan bill would require the Defense Health Agency to establish a digital system that allows beneficiaries to report and track access to care problems. Military families must have a more effective option for reporting access problems — an option that also increases transparency to beneficiary challenges and leads to greater accountability and oversight of the MHS.

Protect Servicemember Pay During Any Future Shutdown

The Shutdown Fairness Act (S. 3168 / H.R. 7137) ensures members of the armed services, including the reserve component, receive their pay during any future lapse in appropriations. As written, the bill does not explicitly include members of the U.S. Public Health Service Commissioned Corps or the NOAA Commissioned Corps, who should be added before the bill moves to a vote.

Stand with Our Wounded Warriors: Advocate for the Major Richard Star Act

Contact your lawmakers and demand that steps be taken to secure a vote on the Major Richard Star Act, which would authorize combat-injured veterans to receive their earned DoD retirement pay for years of service and their VA disability compensation for lifelong injury.

Currently, these combat-injured (and often seriously disabled) veterans are subject to a cost-saving offset—often described as a “veterans’ tax”—where their retirement pay is reduced for every dollar of VA disability received. Reducing earned retirement pay because of a combat disability is an injustice; the compensation provided to injured veterans is not the place to achieve savings.

Honor Veteran Caregivers - Pass the Reeducation, Reemployment, and Retirement Act

The caregivers who provide daily care and support to aging and disabled veterans often sacrifice their own careers, financial stability, and personal well-being to fulfill their vital role. Many veteran caregivers rely on stipends classified as “unearned income,” meaning they lose opportunities to save for retirement or contribute to Social Security. Caregivers also face major hurdles reentering the workforce after years of full-time caregiving, further jeopardizing their financial futures.

The Veteran Caregiver Reeducation, Reemployment, and Retirement Act would help close these gaps by providing professional development, employment assistance, and retirement planning specifically tailored for veteran caregivers. This legislation is critical to ensuring caregivers receive the recognition, support, and financial security they have earned through their service to veterans.
